I'm almost embarrassed to post this.......

Turns out, it was nothing more than a blown fuse in the fuse box that supplies the HD power port.

Put in a new 15A fuse, all is well. 14.2V at the battery terminals, 14.2V at the power port.

What I still don't understand, is why would the power port with the blown fuse still read 11.2V? Shouldn't it have read zero?

sounds like you were not checking your power port for power using it's ground lug and it's power lug,  if you put your meter to power from anywhere like the pos batt terminal or power from your fuse panel and then the other wire of your meter to the power port ground you would get a reading, even with the blown fuse the powerport will still have a ground.
 make sure you have a good ground to this circuit and the aux fuse block[where it probably comes from] sounds to me like the ground side of this power port is where your probably droping a little continuity [voltage] as someone else said.

I suspect that the fuse isn't well and truly blown.
It's probably not burned through but either it's been "almost" blown or it has oxidation on its contact surfaces.
