Or you could so something like this

Light Kit - Spots, Turns & Stanchion
 2" Spotlights, 1-3/8" Turn Signals
http://www.headwinds.com/mm5/merchant.mvc?Screen=PROD&Store_Code=headwinds01&Product_Code=1-2800-18SAP&Category_Code=

Light Bar & Bolt Kit - 2' Spotlights - FLHR
 Road King
FLHR - All (Except FLHRSE Screaming Eagle - I contacted headwinds and It actually does fit fine on my FLHRSEI2
http://www.headwinds.com/mm5/merchant.mvc?Screen=PROD&Store_Code=headwinds01&Product_Code=2-2406A&Category_Code=

Simply remove the bolt and deflector under nacelle and replace with Light bracket and longer bolt provided.

Also set up so my passing lights stay on with my HiBeam. By Default HD has the passing lights wired to Turn Off when HiBeam goes on.
You can buy an adapter to change this or change passing light power source to differnt supply than HiBeam Switch.

I do realize this is an older thread, but I like what he did. I too am interested in the turn signal relocation deal.

Close up of the TPak.
Hi: I'm a Newbie, I am pondering on installing a Tour Pack on my 2013 Road King. Can anyone tell me if half helmets will fit in the chopped version? I would need to put two of them in there, if we would want to leave them to go inside somewhere. Thanks! JP
