outer primary bushing

Time to replace the bushing in the outer primary. I am told I will need the blind hole puller. Has anyone removed this bushing without one of these pullers? It seems that I might be able to improvise with some hand tools?

Starter bushing what you're asking about?  33446-94?

If so, yes, you can avoid buying any special tool for that.  It's a simple split bushing.  Dig it out with a punch ground down to angled chisel point.  Get the new one cold to shrink it up a bit before installation.

If you can find a tap that fits in the bushing without cutting through it that will work.  In an aluminum casting I would put a washer or something similar in the bottom of the hole so you don't damage the cover.

yes, that's the part 33446-94A and it is a split bushing. I am hesitant to do a lot of prying because I don't want to damage the aluminum casting. Is it ok to heat up the aluminum around the bushing with a heat gun before I try to coax the old one out?

Jim, do you mean using the tap to maintain a grip on the inside of the bushing in order to pull it out?
