Here my 5 cents to the original question about compoind bows.
I am an archer (and bow hunter) since about 5 years, a member of an archery club and with that experience I can recommend two brands. Mathews and Hoyt (www.mathewsinc.com and www.hoyt.com).
In the given price range you get from both companies what you want. Add about 200$ for the arrow rest and the sight, about 50$ for a release, between 6$ and 15$ each for arrows.

i think sbb is actually looking for a crossbow, both bows you mentioned are great had one of both and thought they were excellent bows! currently i own the hoyt.

Chip, most manufacturers do a pretty good job of making sure the limbs and rail are true. The biggest thing to check is the trigger. Some are hard to pull and travel is excessive. Look for 5 pounds and as short of a stroke as possible. All the above is a personal opinion.
