Electric starter chattering

When I start my bike the electric starter makes a chattering sound. I checked the battery voltage it's 12.5vdc and when starting drops to about 10.5vdc. System charges to almost 14 volts when revinyg motor. The battery terminals are tight with no visable corrosion. I opened the solenoid and filed and cleaned the  solenoid ring.Very little pitting. Cleanned it up, reassembled and it still chatters. What did I miss? I ordered  a solenoid rebuild kit anyway. Thanks Guys

I made sure that the starter was securely mounted ( battery ground lug ties to ground at that boint) I was getting 10 vdc at starter solenoid. I was loosing 2.5 vdc from battery through relay to solenoid. Disconnected relay from socket, I was getting 10 to relay socket from the key switch. The switch was warm, dropping 2.5 vdc across it. Not enough to keep the relay engaged when cranking. I ordered a solenoid rebuild kit ( original 14yr old had some pitting) and a new ignition switch. It should work well all back together.
Sucks because it 5th of July weekend and 70 degrees out withe blue skies and wife is at work!

Made one more check. When cranking motor, battery voltage dropped to 10.5vdc. Then checked the voltage to the relay from the ignition switch. It was 8vdc. 2.5 vdc lower than the battery! No wonder it chattered!
