I sent the pic to a guy in my golf league who is a former fire chief from N.Y. City...........He replied that they had used such devices but never saw it used on a track and was "somewhat skeptical"........... ::)

these are Belgian Firefighters, they had a fire and after they put it out, while they where waiting on the order to pack there gear, they started to play around... let's see if someone will notice the prank of this one...? Btw, there was no train traffic on that line since 2 weeks...
Prank worked! National press picked it up, Google picked it up and now even the CVOforum has picked it up.
Funny how things can go world wide in a few days.

Example of that, many years ago, a European woman posted an (undated) email to gather money for a treatment for her dying son (true story).  The son didn't survive and they are still receiving money...  $$$ is now transferred to a foundation for children deseases...
