Actually........  they did.  John Kennedy had CIA develop a bioweapon that would cause Castro to age slowly and feebly so that Kennedy, as he aged in the glow of American fitness, could taunt and ridicule the declining Castro. 

(guess that plan didn't work out too well.....)  :oops:
