At the downward bend in the pipe, it sticks out another 3/16, so a total of 2 3/4" at the "widest" part of the pipe.  Lastly, from the heat shield to the inside edge of the footboard is 1 3/4".  So, we're about 1/8" different right there, but mine has 1/8" more, so I think the 1" spacer you were talking about might work just fine for me, too.
