Yes I have used them on two CVO Streetglides, 2010 and 2012 CVO Streetglide both with CFR's and 57H cams. One with true duels other with x pipe. Installed them at the inlet of the mufflers and by the but dyno with these pipes the true duals have great low end torque.

I've used them in applications like the CFR's and other mufflers like the Supertrapp Stouts where the exhaust was just too open and they do help. I also used them years ago on a customers Deuce that had V&H staggered's and as the above poster stated, it will help bring torque earlier in the correct application. Another solution that works equally well if you want to experiment or get a little redneck is a thumb screw with two jamb nuts to hole the thumb screw in the position you'd like to try. You can also move the thumb screw up or back in the pipe if you aren't concerned about making Swiss cheese out of your pipes and you place the holes needed to be drilled in a place where they wont be noticed and even further yet, you can drill different size hole in the thumb screws to split hairs on what seems to work best and get the exhaust tone to your liking.
