Painting letters on a Willie Skull Horn Cover

I'd like to replace the cowbell horn-cover on my 07' FLHRSE3. So, here's my plan: buying a custom chrome horn cover with the Willie G. Skull emblem in the center (see picture). Only, I'd like to paint over the words "Harley Davidson Motorcycles" with the same CVO Cobalt Blue as my bike (while leaving the outer line, hyphon, periods, and skull black). I already purchased a tube of CVO-correct touch-up paint for my color (not cheap!). The idea is to have it look like my engine cover that has "Screamin' Eagle 110" engraved/painted-blue from the factory.

Question for you all! What's the best way to go about this? Just carefully paint over the black letters with the touch-up paint using the supplied nail-polish brush or a detail brush? Will the color look right if painted over the black/enamel letters? Or first paint over the letters in primer?

All opinions appreciated!!! Thanks

If you want the lettering to really show up,  I'd paint over the black with a light color. (probably white)

Not a bad idea. Going over it with a light color first, so that the blue looks more correct. I'm not worried about it popping out so much. More of a subtle "Oh, hey, that's cool.." when people are up close checking it out. Just to give it more fluidity, ya know?

I've filled a LOT of engraving on my bike using a Kemper Tools Fluid Writer and touch-up paint.  You put a few drops of paint in the reservoir, touch the pen lightly to the surface and the paint will flow out to fill the engraving to the level you want.  Professional results with little to no practice.  You should be fine just flowing the blue on top of the black as the paint will be pretty thick.  I've used Harley Orange over Black with great results.  Here is a link to the tool I use.  You can get it in a large but I use the small one.  http://www.ebay.com/itm/Kemper-Tools-Small-Fluid-Writer-Pen-FWPS-Brand-New-In-Package-/371061479502?pt=LH_DefaultDomain_0&hash=item5664fcd84e  You must clean good with mineral spirits after each use to keep the pen from clogging.

If the HD paint doesn't work, consider using Dupont or Krylon lacquer.  You don't even have to apply it carefully if you are only painting the script.  Slather it on heavily to fill up the indentations. Let it dry for two days and then polish it with a standard paint polish or cleaner. All the excess will come off the chrome.

I started with the Blue Metallic basecoat. Then added the Candy Cobalt topcoat. Should look pretty solid on the bike! I'll post a pic after the install
