For me the dyno is a tuning tool, nothing more. I start by finding a reputable tuner and let the numbers fall where they may. For street/road bikes driving manners trump the numbers all day long. Compression checks and leakdown tests tell me if I should go inside.

Those numbers are pulled off the Dyno sheet they gave me after the 2:1 was installed.  Can they manipulate Dyno runs ?
  Before this bike, I had a 2008 cvo ultra with Reinhart 2:1.   I can not find the Dyno sheet to compare the two bikes.

You need to know if the before line on your chart represents the bike in completely stock form, or is it just the first run after any modifications they made and before the final tune?  I'm guessing your before number is NOT stock.  As for manipulation, absolutely.  Some places make a living playing games, as I mentioned earlier.  Give folks a free dyno run, come up with very low numbers, and convince the mark he needs their expert tuning services.  Then sell a tuning device and quick "tune", and hand the mark another dyno sheet with inflated numbers showing a big increase.  The idea is to have the victims show those before and after charts to friends who will then flock to the "tuner" to have their bikes tuned.  And that's just one of many scams.

As my above numbers confirm, I did not see a huge increase in torque or HP, but to the point made above, it just rides so much better. Power in the right place, runs cooler and has far better manners around town.

Knowing that I would want pipes and a tune worked it into the deal, saved a little, 20% off on pipes and slip ons and tuner and half price on the dyno.  Full sac headers and Vance and Hines 450 pipes HD tuner.

Horsepower 100.67 and 114.38 torque.

Bike is smooth and super responsive, very pleased with the power.

Also love the rumble and bark of the pipes.

If the base dyno run is done before the engine warms up, you will get results 10 % or so lower than when the engine is fully warmed up. Another easy trick is to take air out of the rear tire when doing the final dyno run, it will bite harder and give you better results but not real world. There are other gimmicks, that's why how the bike runs and feels is way more important than a piece of paper.
