OK I got the scoop today. The torque plates in question are a Harley part number HD-48627-A they are listed for the 110-113 motors. They are also on back order till March 29th. So I would not say they are special for the 117 cylinders but what do I know. I would like to see a set of them in person. I do have a few people digging for a set. Oh and BTW these were not a mandatory tool. They would have to be ordered by the dealer.

I was the first on the forum to have the 117 kit installed. That was one month ago as of today and before any talk about out of round cylinders. I ran it full throttle for several 0 to 70 romps after it was dyno tuned. Rear wheel grabbed on shift to second. Also, like I said, I have 800 miles on the engine with no problems. But I can understand how you would be leery about the install after all the talk. I sure hope this gets settled soon. Funny, but if we weren't reading any forum threads about this issue we wouldn't have a thing to worry about. Hmmm...is that a good thing?
DAWG, under stood that your happy with your 117, please keep the miles coming with reports , most of us are thinking of using these parts for long haul rides...myself have done 800 mile days, not sure if these out of spec parts? will hold up, is the big concern here. a 900 pound bagger is a bitch to push

How do we know these parts are out of spec? There has been so much talk I am overwhelmed. Has anyone posted that their 117 cylinders are out of spec or are we still in the rumor stage? If someone has posted this I must have missed it. I'll keep updating y'all on my Milage, etc.

I posted the video ,of one of mine being out of round,Why would one be out of round and the other not much so?I'm not taking the chance,The reason I started using the shop I use for performance work.They have a reputation to uphold and don't want  to do an engine build by slap it on and run it like the dealer ship said to do,I'm glad yours is doing good,and I hope 5000 miles down the road you don't have an oil burner.100 of these kits could be perfect,mine can be the only bad one ,I'm not taking the chance.I'll wait until they can give me a better answer,and By the way I already had the # of the 110cvo tq plates and that according to them will work but is still not the right one for the 117 tq plates that are on back order,I did as I was told took them back to the dealer ship to have them checked,they can't do it so at this point I want a full refund until they can show me they are ok,I'm not paying any one labor and a tune ,only to have to do it again in a year.Road Dawg ,I m glad yours is doing great,Time will tell ,I've always been the first in town to have the latest and greatest with the cvo's and I got burnt In 2011 and  I will prevent it from happening again.Right now my 2015 cvo is great no problems tts tuner fat cat pipe,94hp 114tq sae and on a not happy dyno, my 2011 that I sold to a friend had it dyno tested   and got  98hp and 122tq sae with out nothing but a different dnyo.I guess the dyno .Either my old bike likes California better than Florida or there is one happy dyno in Cali.I joined this site to se what every one was doing to there bikes and also seeing what problem everyone was having .I'm glad yours is doing good,looks like a fun ride.Wish I could say the same.So far the only other build on here that I have seen that has checked the parts is GMR and I know they do great builds that last.The tq plates that where used  read ok.So my reason to be concerned is why was one of mine worse that the other .

Fast Freddie I have not finished the build on my motor as of yet. I do know that it will be a 113 or a 117. I will post everything when I finally get it built.

I know of three sets that are out of round. Until mine are torqued and checked I'm not putting them on my bike. I have a few feelers out looking for the HD TQ plates. I hope I get a call tomorrow.

HD loves the internet. Capitalizing on dirty laundry.
Torque plates are about tenths, if the cylinders are a few thousandths out no need to even break out the plates, they are out of round. No heat cycles or any other rituals will fix them except honeing them. With steel liners that are ~.040" thick at the spigot, dicey. Throw plates on them and then you have properly preloaded out of round cylinders.  :nixweiss:
What happens when they are egg shaped?

How far are the cylinders that are in question out? Not sure that I have seen anyone post or give a number. Are we talking a couple thousandth out of round, which would mean junk, or are they seeing tenths of thousandths which may or may not be in spec?

First the visual check..
Piston is slipped in mid point and turned 90° and then locks up.
The test I saw on the net
https://www.dropbox.com/s/9bzttg6v3cko9oz/20160217_191950.mp4?dl=0

When somone comes into my shop I measure the cylinder without plates first and if they are bad they are bad. I have seen them egg shaped commonly from HD .
883s EVOs and 88" cylinders are usually fine

One of these threads had a couple of pix of his builder measuring them and showing them out of round. I just forget which thread it is.

Trahog, if your cylinders were measured out of round, how can the dealer show you they are still okay? Asking because I don't have a background in engine builds and don't understand how this is possible.

1.) He found they were OOR so went back to the dealer to get another set;
2.) The dealer balked, called the Mothership for guidance;
3.) Mother said:"They are NOT OOR, you stupid people aren't doing the measurement correctly!" 4.) They said the Royal Cylinders can only be measured with the Emperor's Torque Plates.
5.) If measured properly with Emperor's Torque Plates, they will be proven round."
6.) Based on this poppycock the dealer is refusing to swap or refund.
7.) The dealer is taking the MoCo's position that there is nothing wrong with them.
8.) Trahog does not appear to be believing them... he's saying "PROVE IT"  or give me my money back!.
