That's what I've been mystified by in this whole discussion.  Something else has to be too thin/weak/something for the torque plates to make the significant difference that HD is apparently suggesting is the case here.  Also, if things can be moved that much with a standard torqued straight edge (torque plate) and then not be moved by some other torque plate (that Harlay has apparently supplied to anyone?) I have to strongly wonder what they are doing so special or unique with the new plate?  Given Harley's know predisposition toward changing a spec to "fix" a problem rather than actually just fixing the problem one can't help but wonder what the new tool and it's combined specifications will be and if their goal is to mask rather than actually fix?
What is amusing is  what happens to the cylinders as you torque  them down?  Does that do the what the plates do?

One guy calls the factory for support and they tell him "the cylinders are normal". He then in turn brews up a story about "special" torque plates and from there the information is published on the net. Take it for what its worth...
There is so much controversy I said screw this and used my standard 1" 6061-T6 base plate with Harley stock studs and a head on top with stock head bolts and a Cometic .040 HG. Tested heated in 10 places and ambient with Sunnen dial bore gauge. They are bolted and I will test tomorrow again. The results will be released to the owner of the parts and he can do whatever he pleases with it

I don't know so I won't speculate. When these 117" motors get some miles on them we will know.
You might be surprised what runs 100K miles at 95" with Harley OEM pistons and cylinders that under the microscope would be no better.

Honestly I'd not be surprised at all.  The whole "different torque plate" story just didn't quite pass the sniff test at the outset.  They're not documented anywhere anyone could find.  The 117" kits install docs (which are online) don't mention them.

..Now I'm brewing up a story.lol I could not even make this up if I tried.By the way The whole kit is still at Pensacola Harley ,Waiting for these special tq plates.to prove my shop wrong with the video he took while on his tq plates,Which are not  Harley Davidson brand,but have worked on other cylinders of Harley's before.I have an conditional credit from master card,so I will not get a full refund Until Harley can either get the tq plates they are talking about,with a new parts number,and if they prove to be ok ,fine I will use them,Second if they are out of round like this set of tq plates shows ,give me new cylinders.plain and simple ,But I'm not going to be out any more money by them bulling me a round

     Although he doesn't post in any of the forums Tom Riser of TMAN has a video where he checks cylinders with his own " Special Custom Made Tman " torque plates. Tman has many videos posted where he proves that many of the OEM and other Aftermarket cases, cyls, cranks, ect do not meet his performance specifications and his corrective measures taken to make them reliable! I had many conversations with Tom and felt confident he could and would build me a reliable 117 using all of his " Special Custom Tman Parts " My issues with T.R. was that he was pushing me too hard to up-sell his 124 build for just $1000.00 more and that was with out addressing the pump & plate or the compensator, Hell I probably really would have been happy with a well built 110, I really like my bike and had to find away to not buy a new one and start from scratch again, so a well built motor in my 09 SERG was in order. I also talked with Steve of GMR about a 117 and he assured me he could meet my goals with his 113 and every aspect of the HD weaknesses would be addressed. When HD released the 117 drop on kit Steve called me and we talked about the kit for about an hour, and since my first call to Steve was about a 117 build anyway the decision was made let's get one in and he would check all the parts and if they did not meet his specifications he would send them back and we would continue with the 113 motor. There are a few reputable builders that share their knowledge on this forum and I for one really appreciate and thank them for that! They all have their own perfected methods of obtaining reliable builds with parts they have used with confidence, I am really looking forward to my GMR 117 in house build!!!!

I have been told so many times what is "normal" from dealer service writers and managers I have no confidence in their advice or that of their peers and I would assume that is HD factory customer service for the dealers.
I once had a dealer built 103 & tuned. We took off to Bike Week & at the end of every exit the bike would die. I called my dealer & spoke with the service manager, " that isn't uncommon on a aggressive 103 build" It was a 09 FLTR FI bike! That's the last time ive ever allowed a dealership to touch my bike!

Don I have a kit and I told the Dealer about the problems with the cylinders. I also told him about "THE SPECIAL TORQUE PLATE" he did some checking and yes there is one and yes it is on back order and NO it is not a required Harley Tool that the Dealerships are supposed to keep in stock in the shop. I put the particular's on here along with the part number. Sooooo I told them to check the cylinders with the required plate and let me know if they are out or not. If they are not out I will buy them otherwise COUNT ME OUT!!!!!

What a crock.  What he should have said is "That's not uncommon with a bike we tuned."  Good on ya for dumping that dealer.
