Let see......from the pictures I've seen this is the weld between the frame downtube and a motor mount bracket.   Seems "structural" to me.  Obviously the weld has very poor penetration to the base materials.  This can produce several issues.  One is the lack of initial weld strength verse the design parameters.  Second is the possible propogation of the crack further along the length of the weld.  Either way, this is poor quality and it begs the question....."if this were a Harley Davidson airplane, would you get on board?"
