I have mine set to show the fuel level on the lower portion of speedo all the time - not one of the toggle display settings. Photo attached.

+1,I find the above more useful than the faux cap.

I need to find out if it works on the 13 SERK also.  I know the 14's went to can-bus so I do not know, but I like it.

Fuel Level Display in Instrument Cluster Customization

In 2014 FLHRSE Owner's Manual, refer to pages 52-53, Instrument Customization.

Setup Mode:
  1) press & hold trigger switch until speedo/tach is illuminated
  2) release trigger
  3) press & hold both turn signal switches
  4) multi-function display shows "setup" & fuel level option will flash "on" or "off"
  5) repeatedly press either turn signal  to toggle thru display functions until desired function
  6) perform desired changes
  7) press right signal to toggle to next display control OR press & hold trigger to exit

Fuel Level Disply:
  1) when fuel level display function selected, fuel level segments illuminate & "on"/"off" will flash
  2) press & hold both turn signals to toggle between "on"/"off"
  3) press right turn signal to toggle to next display control OR press & hold trigger to save & exit

Not sure if this is same - or even available - on 2013.

How do you change the display to show the fuel gage?

It gives step by step directions in the 13 manual. If you don't have I would be happy to copy and email to you on Monday if need be.?

I checked my manual again, must have missed it first time.  Love having the fuel gage displayed.  Much easier to read.  Not sure how I missed it as its right next to how you set color which I did right a way when I got the bike.
