Harley did come out with a new updated XM antenna that goes in the same location under the batwing. My dealer got one for me and it made a vast improvement in reception. New part number ends with an "A"

I put one of these antenna on my Ultra this week and just got back from an 1100 mile trip through the mountains in East TN, Virginia, and North Carolina. Except for a couple of times on the Blue Ridge Parkway, where I lost the signal for a few seconds, the XM radio worked perfectly. I've been having reception problems since the bike was new and this antenna seems to have taken care of it. It cost me about $90 but after this weekend I think it was worth the money.

I picked up my bike from the dealer Saturday, it was in for the driving lamp switch and Sirius antenna replacement.
Switch wouldn't lock in the on position, antenna was replaced with the waterproof 76000221A antenna.
Service writer said the CVO LTD has a cavity under the right side of the bezel for the windscreen vent, that it is located in there now. I wasn't there when it was installed, but it is here at my shop and I will be inspecting this location when we slow down, I want to have a look inside the fairing any way.
As for the reception, it is so much better now, road all the way back to my shop [ 13 miles ] with only an almost
 un-noticeable 1 second loss after going under 2 over passes, and that happened about 3 seconds after passing under the last one. Before the updated antenna, I didn't use Sirius radio in the city because of the signal was lost all the time. Even out in the open country the signal would drop off.
If your bike is still under warranty you should have the updated antenna installed.

I was told the 17 CVO SG comes with the new antenna and I thought the reception was terrible compared to my Roadglide where I installed the antenna one top of the dash down low where the shield meets. I only got to try it once and I was surrounded by very tall trees (Oregon) so I will see how it does "at home"..

The parts manual for my 2017 CVO Limited does show the new 'A' suffix on the part number.

The reception was poor on my 17 SESG compared to my 15 SERGU.  So I relocated the XM antenna.  Now it is very good.

There was not a lot of area under the fairing where it could be mounted flat and have nothing obstructing its path.  I felt this was the best option for the best possible reception.

Did you notch with vent with a drummer for XM antenna lead ?
  Straight back from the antenna I used a small rats tail (round) file.  I carefully notched the plastic.  Then I would lift outer fairing into place to see if pinching.  I kept doing this until it was not pinched but was snug.  The antenna is held in place with double sided automotive trim tape.  Not counting removing and installing outer fairing it too about ten to 15 minutes total.

I was in there to install garage door transmitter and CB radio.

I put the antenna on top of the left speaker inside the fairing, it works great and is protected from the weather. Had it in the same place on my 2008 and 2014.

I have had XM since it was first available about 15 years ago. I have never even heard of an antenna going bad, let alone due to weather. It is just not a concern.

I purchased the XM/Sirus programming, but find I am without a radio as much as I am with a radio. It signals out, Lost Signal more often than not.
Service guy said his does this all the time. In my personal Vehical I only loose the radio in long mountain or bridge tunnels.
Is there something loose on the radio or are the quality really that bad?

I moved the Sirrus antenna, and have not lost my signal yet. Radio works as it should have from the MoCo.
But still in all the testing during the Project Rushmore, I cannot believe the engineers didn't experience the poor reception.

I was convinced my antenna was bad because I would lose signal even when I was in the middle of the desert without even a telephone pole to block a signal and couldn't even get through a song without it cutting out. Dealer told me they rarely saw a faulty antenna and thought relocating by the vent same as posted here would it and if not they would replace. I was sure they were wasting their time but sure enough after moving it (can't barely see it as I have a fairing pouch that antenna sits under) signal is better than in my car which has a small "fin" on the roof.

Well I convinced my dealer to allow me to bring in my old one and get the new one and install it myself   (I hate to have anyone touch the bike but me!)
Anyway...    I was suprised to see that the one I took out of the bike was exactly the same as the new one.   The only difference physically was that the underside of the antenna was white (Had the Sirius label on it with their part number)  and the replacement antenna's underside was black.     Physically they were exactly the same size and shape.   I had read posts that say the updated antenna is larger?    I opened the box myself and the part was sealed in plastic and was the correct one with the 'A' suffix.   
Only thing that I can figure was that Harley might have started using the newer designed antenna in the late production 2016's.
The sub assembly build dates on the stickers inside of the Fairing show components were assembled 06/14/2016 so the bike had to have been built on or after that.....
