I did those exact steps...  The software download went fine.  Now the dealer location update is stuck in "Authenticating".....  You know it shouldn't be this difficult.

Took a while for mine to authenticate also but it finally did so and updated with no problem.

try this

    Waiting for a complete boot of the Infotainment means you need to wait until the Navigation menu is active, not just the Accept screen coming up.
    If you have an active navigation route running, you will need to cancel it before doing the install; it won't install with a  active route running.

Also do you have the latest map update I don't think the dealer update will work with older versions of map data.
You did copy the complete NaviSync folder not the  files

Good to know about dealer update I have been following a tread about the dealer update on another group and they were having a problem if maps were not up dated. I posted that info for the person that was stuck at Authenticating the dealer update Just somethings to try.

Stuck authenticating.... I had this problem. 2014 CVO Limited which I have updated maps once last winter....

First what I had done- uploaded and installed the radio update. Then I tried the Navi Sync update but got some - non-readable files messages. Tried a few different ways to download it on to the thumbdrive, including opening files and downloading only the largest "SWDL" file. Still stuck. 20 minutes and nothing.

SO now for the fix-
Checked my files in bike.
Starting with HOME: Setup (upper right): System Info: Navigation.
Inside I found:
Navsoftware- 9.10.14.659374
MapDatabase NACVO-MY2016
Dealer Database DLR-2015-Q1

Went back to my computer- still the NAVISYNC on the desktop I had downloaded from Harley,
Running Windows 10,
Formatted Thumbdrive (8g) so it was blank,
right click on NAVISYNC and selected Extract All
The pop up box named a folder but I browsed and picked the thumbdrive (E for me)
When it loaded I got two items in the thumbdrive.  Navisync and Swdl

Back out to bike. Set on ACCESSORY, waited for radio power up. Accepted the death statement. Radio plays, Hit Navigation and got "Navigation not ready message, waited it out. When the screen came up I inserted thumbdrive, flash of something, checked the files and authenticated in less than 30 seconds and updated after I hit YES.

When done I checked and all the data bases the same except - Dealer database is now DLR-2016-Q3.

Thank you all, I will try it again from scratch today.  On my first try I had the Dealer Locator info on the thumb drive WITH the newest software download.  I'm wondering if that didn't mess something up?  The software load went fine.  Now Ive taken the software off the thumb drive and trying the dealer info.  I do have a ton of routes and waypoints in my navigation, I think I'll clear all that out before trying it again...  I do have the old maps and am hoping to load the new ones but I have a mac so that is problematic also. 
Thanks for all your ideas and will let you know how it goes.

Just guessing but I think its the two items which made it work for dealer update- just didn't accept it ever with only one folder or one item.  Just a guess though.

Thanks to this advice the dealer update worked for me.  The first time I did it, was stuck on authenticating, until I read Chuck's advice and added the Navisync folder also and worked then.  Thanks Chuck.

I installed the latest update and the issue I am having is after the bike starts up the radio will turn off and will not turn on.  I press the power button and nothing happens.  If I turn the bike off for about a half hour and start up the radio works fine.  It happened to me three times in one day.  Luckily it happened when i took the bike in for service.  The dealer is looking at it now.
