If it was in fact 35-36 on this same gauge prior to the service I would rule out said gauge.

Considering the history of Harley gauges, I NEVER rule out the gauge.  Besides, it's proper diagnostic procedure to first verify the data you're using to make your diagnosis.  But of course I was trained back in the day before everyone became part changers rather than diagnosticians.  Just assuming things and throwing parts at a problem seem to be a more modern way of doing things, and perhaps that's why so many people get lousy results and lots of returns to the shop for the same items.  Just guessing.

If this gauge mysteriously got knocked out of whack, only on the high end, at the very same time the lifters were replaced...well, that's one heck of a coincidence.

I agree with both sides lol. All I know is they need to figure it out! Very frustrating.

Master tech says 26psi at 2000 rpm is in spec. So I guess I'm good.

26psi at 2000 rpm may be within spec, but how does the Master tech explain the difference in oil pressure before/after the cam chest was taken apart and put back together?  Being "within spec" and being markedly different then prior to the service work are two different conversations...

Look it up in the shop manual for yourself; I believe he is blowing smoke where the sun don't shine to keep from having to go back into the cam chest.  See chart below, taken from a 2016 shop manual.

I haven't checked 2016 but all twin can oil pressure ranges I've seen are 30 on the low end.

What would cause idle pressure to be at 13 to 15 and higher RPMS to be under the spec?

Could be the oil pump alignment to the plate, or "something" is bleeding off oil when the pressure increases that isn't happening at lower oil pressures.

Just did a cold start 36 psi at idle 40 at 3000 rpm. It's about 65 here.

Cold I typically see 50+ at high idle on this pump.

Hot is what matters.
