During the first 1000 miles the fulid went down in the site gauge. All the dealer did was top off the fluid. I did I test on the ABS and the bike did not lock up but there was no vibration in the hand and brake peddle like there should be. I also notice when I first apply the brake the handel goes in and inch or so if i hit it again it goes in much less the second time.

Hard breaking should induce ABS activity.  Are you locking up a wheel?  If so and the ABS does not kick in you've got a problem (Houston).

Pedal (or lever) should not have a distinct difference (1" is a lot) between first and second pull.  Once again, you've got a problem.  Tell the dealer to do more than just pour in more fluid.
