I am installing the HD air horn on my 08 CVO Ultra and was wondering what the wiring with relay is for because the stock wires plug right into the new air horn and it works....

The air horn pulls a lot more juice than the stock horn.  It will be in your best interest to wire in the relay as the wiring could burn up.  Not saying that it will, but it can.  The Stebel air horn or Mini-Beast also comes with the relay.   Better to be safe than sorry but you may never have a problem as  wired.
