Not that it matters but, do you know what they were riding.  Both being 21, I assume they were not HD's. Could of pi$$ed someone off with some high speed stunt riding.

They were riding sport bikes...the first shooting was at 11:30 pm and the second shooting was at midnight...

You're probably right. I've been known to" negotiate" with some of these crotch riders at the next fuel stop after  being cut off earlier. THE MUFFMAN

I want one of those helmets!  I wear a Carbon Fiber but never thought about it as a bullet shield. Saw one get run over by a dually truck one day in a parking lot (so light it blew off the seat while at lunch) and it had a minor indentation on its top.  What an advertising idea!
