If you have a dealer nearby, check their copy of the Touring bike parts manual. It will give you all the numbers. Good luck.

The answer to both of your questions is YES.  The part number is for a non-cat headpipe to fit a 2009 touring model.  It is identical to the cat headpipe in all aspects, except there is no catalytic converter in the collector.

I picked up an 09 non-cat head pipe takeoff from a local dealer today for a $50 contribution to their pizza fund.

Lucky man !!
Most HD service departments just scrap the takeoff exhaust parts unless the customer wants them returned.  If you are persistent and willing to help with a contribution, you can find them.  I was lucky because there are 4 HD dealers within 50 miles of here, and I kept checking.

I wonder what 09 touring owners are putting on their bikes in place of the '09 stock headers, crossover and exhaust. I think taking out the cat and putting in Fullsac baffles is as good as any aftermarket exhaust in terms of performance and sound at a fraction of the cost. Plus, no more getting burned with the 09 pipes like some aftermarket and pre-09 pipes. Replacing them with Bub 7s is a burn potential for the passenger.

The few dyno results we've seen from people who have put on full aftermarket systems on their 110s tend to support your theory.  I haven't seen enough from non-California 96" owners to draw any conclusions.  Maybe your comments will trigger some discussion...

I have a couple questions for you guys. My bike is still stock and i have the coring bit in my garage, i have been looking at the fulsac baffles. Which ones are the quiestest and how much louder than stock are they? I had V&H monster ovals on my last bike which i still found on the loud side after a few hundered miles of riding.
Who has done the cat core and fulsac baffles, what air box mode and air/fuel management did you use?

thanks.
