The Throttle Blade Control table (in MasterTune) is used to set the throttle blade position relative to the twist grip position. The stock settings have the throttle blade lagging well behind the twist grip in lower rpm ranges and gradually increasing by percentage into the higher rpm/throttle position ranges. The value in the cell is the Throttle blade position, and the top line of the table represents the twist grip position Note that the settings in the red cells match the twist grip position.
I don't know exactly why the stock table is set this way, but I suspect it has something to do with trying to help the less skilled riders and manage liability for the MOCO.
Some riders (myself included) have set the blade position to match the relative throttle position across the board. The result is no lag and improved throttle response.
The MasterTune manual recommends against "changing these values unless you are very comfortable with the calibration and the way the engine runs prior to adjusting this table." (Quote is from the Tuning Item Comments in the Throttle Blade Control table.)
