Ok.      The 08 & 09 fillers are very different the will not interchange the fillers in the picture are both 09.
The 08 slotted filler has the slot cut out at the bottom not as in the picture. I managed to fit guard rails on my 08 se3 with non slotted 08 fillers which came as stock on the 08 model although according to HD they wouldn`t fit (wrong) file out the holes is all you need to do.

08 chrome solid filler. # 45898-98       i dont have the slotted 08 #
09 chrome slotted pictured # 91670-09
Any help?

Much clearer now.. Thanks for the patience... Just one more question.

Did you put Nostalgic Guard Rails on your bike or the standard that come on the Ultra Classic?

Nostalia on my 09. Standard ultra on the 08 i prefered the look on the 09.
