Primary Fluid Capacity Change FXR2,3-FXR4

Does anyone know why the capacity of the primary changed from 1999 to 2000?  The 1999 Service Manual says 26oz.  The 2000 supplement and owners manual says 38-44.  Of course filling to the bottom of clutch spring while vertical is the ultimate goal, I was curious as to what changed, the inner and outer primary?  I know that HD rolled upgrades and improvements into the last 1994 design for the FXR2,3,4. such as sealed bearings, improved brakes, etc.

HEY THERE, NEED ADVICE ON PRIMARY FLUID TYPE AND TRANNY TYPE FLUID. NO SYNTHETIC. SYNCRO GEAR MESH BY PENSOIL HAS BEEN PERFECT FOR MY SHAFT DRIVE. WHATCA  THINK FOR THE FXR2?
