It's definitely not a new or unusual phenomenon, interlayer paint bond failures have been around as long as multicoat paint films have been applied. But it's not acceptable, normal, the customer's fault, or any of the other BS Harley may use to avoid responsibility. They have been taking a cheaper and cheaper approach to appearance defects over the past decade, changing standards to include stuff like the defect must be normally visible from X number of feet from the bike, and on a normally visible area. So the hunk of dirt in the top of the tank that you can see quite clearly when sitting on the bike, but can't see from 10 feet away, is "acceptable". Or the fact that the bottom of the saddlebags didn't get the proper clearcoat is "acceptable".
I'm going to take a not-so-wild guess here and submit that Harley's response was not based on the folks at Harley really believing that it's OK for a stick on tape to pull off properly applied paint, since that would be a totally indefensible position unsupported by paint professionals, but was in fact due to one of those new rules about being normally visible. If you leave the stock seat in place, you can't see the defect so therefore the defect doesn't exist. I guess if you want to remove the stock seat and install a solo seat, you need to check with the cheap SOB's at Harley first before removing that protective film.
