Some interesting information in there.

Novelty helmet use is on the increase.  BMW will have as standard feature, ABS brakes on all 2012 models.

The article says "standard equipment", not "standard option". 

Or am I missing something here?

I think I figured it out.  The accident rate dropped during the first 9 months of the year because so many Harley's were sitting in the shop waiting on repairs and not cruising down the highway.
