I will speak for d00d about the hinges.
They are not for sale.

and the shock mounts are also used with the 2 pt. docking hardware if you buy the solo detachable Tourpak. If you buy the 2 up rack for the detachable tourpak, you need the 4pt. docking kit installed.

I got my king tour pak the other day.  I haven't started the install yet.  I do have a question.  How do you install the locking mechanism.  I got the key to match my ignition key.  But there are several parts to it and no instruction sheet.  Anyone have intructions on how to install it on the king lid?

There's a picture of the assembled lock in this link:

Disregard the light.

Most dealers will tell you 6 to 8 weeks on any painted parts, and thats here in the US.  Probably another week or two to get it across the pond.

I guess mine and all those sold out of Whitt's H-D were modified at the dealership because everyone on their showroom floor had the four point docking hardware.  My bad for "assuming" they were all alike.

Again, not 2nd guessing, but are you sure those on the floor and your bike are 4 point? The sissy bar uses the 2 docking points over the rear shocks and the 2 point stock docking to make 4 point attachment, but it's still only 2 point docking hardware. The 4 point docking hardware actually has 6 docking points, including the two right above the rear shocks.
