HDI is Harley-Davidson International, which is all exports besides AUS/BRZ/CAN/ENG/JPN.

SPECIAL is color code 199.  They're likely promotional use of some kind.  Could be VIP customers.  Nobody has an answer for me.  Harley executives?  No telling.  They're apart from standard production of colors.  There are a number of models with NO COLOR ON BUILD color code 999.  Same story... Unknown but separate from standard production.
