The stock amp fits in the saddlebag.  That may work for now.  I too am trying to find the best way to make the wiring disconnects easy

Since HD doesn't offer a kit to do what you want (i.e., make a tour pak detachable on a CVO Ultra), you'll need to adapt what HD does offer to do what you want.

A good starting point is the HD kit for making tour pak's detachable for '09 and newer Ultras.  A link to the instructions for that kit are in reply 15 to this thread:

It covers the electrical and audio stuff involved; it does not, however, cover what to do with the amp or electrical for the power locks--for that you need some knowledge of how the audio on your CVO is different from the non-CVO Ultras which I referenced in an earlier post in this thread and knowledge of whether the locks have quick disonnects already as the audio does; and, which is shown in the wiring diagrams for your bikes in the CVO supplements for your bike--money well spent to have at hand IMO.

You'll have to decide whether you want to retain the CB/intercom with the tour pak removed.  If so, you'll need to consider the accessory harness/switch combo HD offers for the '09 and newer models referenced in the instructions for the detachable kit above.  You can use J&M in-fairing antennas for AM/FM/weather and another for CB--I use the in-fairing CB antenna and find it acceptable for the group riding I do.

Report back:
Problems sorted! Installed the amp in the recess between the panniers and the the fender and fiddled with the connectors until evrything worked. Reminder: need to colour code the connectors for next project which is to provide easy disconnect of the Tour Pak under the seat. Thanks everyone for all your guidance.

Wish I had time to have taken pics of every step but as a novice in these things i spent many hours putting things together only to have to dismantle because I forgot to fit something before tightening up. This takes up lots of time, is very frustrating but exteremely rewarding when you step back on completion. ith this project(installing a docking kit, making tour pak detachable, and finally making up a bracket for the amp between the pannier(right hand side storage container-pic included) and the fender has been very rewarding. What I have learnt from this experience is the following:
1. Try and get the bike as close to upright as possible because after dismantling bolts from the frame, re-installing them becomes problematic because the diferent parts do not line up when re-installing. Keeping the bike centered helps this immensely but still requires pulling on the fender t re-align the bolts that go through the various fender pieces and into the frame.
2. Have a well lit working area for obvious reasons.
3. Keep your parts removed from the bike in a separate storage container as you remove them from the bike.
4. Take pics of the sections of the bike you are working on before dismantling anything so that you have a reference for what goes where( I never did this and it cost me plenty wasted time)
5. Colour code the connnectors before disconnecting so that it is easier to know which connector connects to what.(Also never did this)
6. Give yourself plent time to do this job. It cannot be rushed.
All in all, this was a most rewarding experience and I am quite proud of what I managed(with the help of members of this forum-thanks)
I also saved yourself some serious $'s not taking it to the dealer as I don't think they are geared for this type of job which is not part of there normal repertoire. That would have taken them at least a day if they had not done it before.

I plan on starting this project very soon.  A lot of great ideas on this thread.  If i understand this last fix, the bike didn't require re-wiring, the current hardware was relocated under the seat and the amp behind the saddle bag?  I talked with one of our BMW (car technicians), he's good with electrical work so I was going to give him the service manual and tell him what I want to do.  I saw a picture of my bike with a solo seat in the dark slate color, I can't wait to see this thing customed in Rio Red!
