Maine has a Motorcycle Loud Noise Law that basically follows the SAE J2825 testing.
92 dBs @ idle and 96 dBs at 2,000
Hew Hampshire will have the same Jan 1, 2013

So I am pretty limited in what performance exhaust I can use.

I am looking at the SuperTrapp Stouts 4" Slip-Ons because they are advertised as SAE J2825 "Compliant"

I am interested in how much of the superTrapp Promotional Hype is Fact or Fiction.SuperTrapp Stout 4" Slip-ons - 95-09 Touring

The SuperTrapp Stouts' tapered core is minimally louder than stock for '10 - '12 FLH / FLT models. SuperTrapp Stout Slip-Ons provide a heavy, broad spread power curve right from idle w/ a 9.3 (16%) hp and 10.5 (14%) torque gain over stock (measured on a stock 2010 FLH). At 95.6 dB @ 2,000 rpm, or 2.4dB over stock. SuperTrapp Stouts are SAE-J2825 sound compliant.

Has any of you installed the SuperTrapp Stout 4" Slip-Ons? I am interested in what you found performance wise.
It is my intention to couple the Stout 4" slip-ons with the Fullsac X-Pipe and a Doherty Power PACC, I have an HD Stage 1 now, on my 03 SERK.
I already have a PC III and dyno tuned to 90 TQ and 88.6 HP, no changes in Motor,  :) - yet

My local guy gives me a Dyno re-Tune for about 50% off so not too bad.

I would say if you don't want it too loud because of the laws and want good performance just do the full sac 2.0 cores in a set of CVO mufflers and the header and have your guy dyne the bike with whatever tuner he uses. Get the C pipe from them and call it a day.
