Not sure about the ownership arrangement but the two stores sure seem to be linked. About anything you select on the Sturgis HD site takes you to the Black Hills HD site.

I would say you could start with above address and at least find out who to contact in Sturgis.

I'm pretty sure they share ownership.  The following is from the sturgis h-d site:
