Looks like initiating CPR to me.

Notice how the one cop ran back to the car with the dash cam to shut it off when he saw everyone beating the snot out of the guy? I'm surprised that video survived long enough to be posted. Now that jerk, assuming he survived, will undoubtedly use this little clip to sue the snot out of the cops. If he didn't survive, his family will do the same. Too bad he didn't do his roll directly into that light pole a little further up the road.
