Is 30mpg after doing new heads, exhaust and air box the norm? I was getting 38-40 before the work.

Did you have it tuned or install a tuning device? If so something is not right. You should be getting better than 30

New heads?  I think you need to give us a bit more detail as to what was actually done.  Was the bike supposedly tuned?  The short answer is no, it's not normal to lose 10 mpg if the bike is tuned properly and you ride it the same way you did before.

I put S&S power tune heads, RC Component exhaust, SE air box and had the HD shop tune it with my SE Super tuner

I'm still confused.  Did they change the cylinder heads, or do you mean they changed the exhaust pipes (head pipes)?  I'm guessing they changed the entire exhaust system, not the cylinder heads.  I'm also guessing they didn't tune the bike but just downloaded a map that obviously is way off for your bike.  The answer to your original question is no, it's not normal or acceptable.  If you paid them for that "tune", you need to get your money back and find a qualified tuner to do it right.

Sorry Jerry. No I did not change the cylinder heads just the head pipe.

I would think that if your mileage dropped that much you should be able to smell the unburned fuel in your exhaust. You air:fuel ratio is obviously running way too rich.

 After some engine work and dyno shtining my fuel millage dropped like a stone. Got WAY more power, but can see the gauge move as I ride. Not lean no more.

You should not lose 10 mpg after tuning, with the alterations you listed.  I think it's likely you received the typical crap dealership tune.  Just because a shop has a dyno, it doesn't mean they employ anyone capable of using it...

In all my years, I've only used 4 tuners ever, none was a part-time dealership tuner.  And that many only because one died, one retired and one changed occupations. The closet one was a 3 hour drive.  I drove past dozens of "dealership tuners" on my way to a qualified "full time makes his living tuning" tuner.

And after one of them's retirement I said to hell with it and stopped chasing tuners.  Went with EMS and said "good enough."  Fortunately it has been.

If a tune is done properly, your mileage shouldn't decrease significantly if you compare apples to apples.  In other words, if your bike got 40 mpg when cruising at a steady 70 mph before the tune, it shouldn't get 20 or 30 mpg when cruising at a steady 70 mph after the tune.  If you ride it like you stole it and the cops are hot on your tail, then of course the mileage will drop.  Thus the apples to apples comment.

Everyone has pretty much said it but here is my example. 2012 103RG before tuning was getting average of 45 mpg on a Sunday of mixed riding up the coast of CA on premium fuel. Did three or four trips all the same. New exhaust, air cleaner and tuned for 87 octane, same Sunday ride averaged over a few trips. New mileage 46 mpg. Repeat the same trip again with a different tune for 91 octane, gained 3- 4 HP and new mileage average was 50 mpg. So who ever tuned it did not do you any favors. If it runs good, and your happy that's all that counts, but IMHO 30 SUCKS!

STEVE has the sipper ..  I dont see why you cannot get 42+  Riding style has alot to do with it..

I recently had C & S Cycles (hrdtail78) install a set of GMR's 577 cams, new lifters and a new TTS tuner.  Before just pipes and a powercommander.

Before 43 mpg. After 43 mpg with more power.
