there is a certian amount of give in the side wall of tires that make the ride smoother. That's why all these fools with 26" wheels on their hoopties have gold teeth, because the jard them out!

That stuff has been floating around on the internet since at least 2005, and possibly earlier.  Yup, it was/is a design exercise by Michelin, and just like all companies that actually do R&D they have plenty of prototypes and ideas floating around that may or may not ever see commercial applications.  My understanding of the "tweel" thing is that they have been promoting it for some non-automotive applications, but the odds of ever seeing it on your car or motorcycle are between zilch and none.

Btw, this entire idea is passé anyway.  Nowdays you need to be thinking about hubless wheels that you can see straight through, like the motorcycles from that movie (not sure of the name, was it "Tron" or something like that?).  And eventually we will not need wheels and tires at all, since our vehicles will levitate.
