It really comes down to the emissions I believe, hard to penalize someone if they meet the emissions. However, often the inspections are done by state authorized facilities or here they are owned by the state, so they can always check more than the emissions I suppose.
Here it is all about the emissions and collecting the fee for inspection. This shows the Feds the compliance you mention and in the metro areas that have poor air quality I imagine we will see bikes added to the emissions testing in the relatively near future.
Birmingham sits down in a large valley between some low mountain ranges that are the foothills of the Appalachians, so in the hot summer months we get temperature inversions which hold the smog in the valley for days at a time...truckers refer to B'ham as the "Smokey City" because of this. A good rain or some wind will blow it out, but at times it can get really bad. Fortunately, I live on the other side of the mountains.
It seems that we will need to have a map for inspection and one for running. Or the TmaxAT and then just go in and reset the A/F a couple of days prior to inspection and ride it around a couple of hundred miles. Maybe they won't go for the noise factor...
Whatever the case, it's going to happen, so might as well get used to the idea and deal with it. If it means water cooled engines, it's not going to keep me from riding. I love my 103, but I love the Revo too, and with a set of 1550 cylinders (or larger) a lot of people who've never ridden one might be really surprised. It's still has Harley character...
