A T27 is used by Harley on many fasteners, and the bit should be a tight fit.  As you found out (and many of us have done the same), a T25 will just strip the head of the fastener.  You could have a fastener that was previously damaged during installation preventing your T27 from engaging, or was poorly made, or you could have a T27 that isn't exactly right either.  Try your T27 in some of the other fasteners on the bike, like the handlebar switch housings for instance, and see if it fits those.

Actually I lied. I used the 27 all along. Sorry about that. Home on lunch and will do a little more experimenting here.....
