This is what a riding buddy of mine told me when I was talking about the same issue:  "Hey dip chit, it's an F'n motorcycle"., wind bothers ya... drive your truck.   I've never mentioned it again.   He did have a point!

Isn't the whole idea of riding a motorcycle to be "in the wind"?  I was about to make the same suggestion, if you want to eliminate all the air flow just park the bike and jump in the cage.  Make sure you turn down the A/C, however, so there is no "wind" blowing in your face.  (Sorry, couldn't resist.)

OK, smartass mode turned off.  I haven't seen anything that redirects the air that spills over the top of the lowers.  If the fork air baffle and wings don't help, try a different size windshield.  Just be aware that a bigger windshield creates a bigger vacuum directly behind it, and guess where that air from the lowers and forks goes.  One thing I've seen elsewhere, and actually used on a different bike years ago, was a windshield that directed a controlled flow of air up the inside of the shield.  It made a huge difference in turbulence caused by air filling in from the sides and bottom.  I haven't seen anything like that promoted for Harley fairings yet, but that doesn't mean they don't exist.
