Just had both my SERG mirrors replaced, I live in Florida. Told service mgr the chrome was thin and had bubbles, he never even looked just called when the new ones came in. Not sure why where you live has an effect on warranty. Sounds to me like your dealer is trying to keep his warranty ratio low to look good on his yearly's.

I had rear brake lever , mirrors and grips changed under warranty. I also live in Florida....
