The diagnostic flow chart always ends with "normal" if they don't have an answer.

I've always loved how the typical Harley shop resorts to the normal story every time they don't know an answer, and I especially love the one where they say it will get better after you put plenty of miles on it. Anytime they tell you that one, what they are really saying is that they don't have a clue, they don't feel like taking the time to contact Harley for an answer, and they'd prefer you not bother them with that issue again. Trust me, there are no magic cures that come about just because the odometer reaches a certain number.
I would suggest if your dealership aces don't know the answer and just blow you off, contact the MoCo yourself. It's likely due to a change in the engine management/ETC software, especially if others are reporting the same concern. If enough folks bitch about it, perhaps Harley will issue a new calibration like they have in the past to address widespread complaints. If no one complains, however, they won't know anyone is unhappy.
