Yes.  The 2013 CVO's have the new SE lifters with improved roller bearings.  This has also been a trouble spot for previous 110's, along with the cam bearings.  Harley is awfully slow responding to issues, but it seems they have finally addressed the lifters and cam bearings after only six years.  What a swell bunch!

Jerry, as you may recall I just had significant work done on my 08 SE 110. Crank, cams & tappets, oil pump etc. that was done under ESP. when I saw this post it made me want to see if I got the latest SE High Capacity Tappets. I just pulled out my repair order and they replaced my tappets with 18538-99C not the 18572-13. Did they install the wrong ones?

The lifters they installed are the standard "C" lifters.  Those lifters superceded the "B" lifters that came in your bike originally. 

The new SE lifters (18572-13) wouldn't normally be installed automatically on an older bike under warranty or ESP unless Harley had put out a bulletin instructing dealers to do so.  If you had known at the time, you could have probably gotten the dealer to install them and have you pay the difference in the parts price.

Current model year CVO 110 motors come stock with 18572-13 SE lifters. Your 2008 CVO 110 bike came stock with 18528-99B lifters, which, as Jerry stated, were since superseeded by the 18538-99C lifters.  I believe only the 2012 model year CVO 110 motors came with the -C lifters (although 2011 CVO 110 motors may also have come with -C lifters too, I'd have to check).  I have to believe the MOCO stopped using the 18538-99C lifters and started using the more expensive 18572-13 SE lifters in the 2013 stock CVO 110 motors for a reason...
