The compensavor looks like a bolt on part.  Does it work on the stock 2009 CVO ROAD GLIDE?

Yes but I think you would need to get the later rotor also.

If you are replacing a previous design (part number) SE compensator, you do not need a new rotor.

Is there a way to tell what rotor is on the bike now? It's an 09 CVO ROAD GLIDE

If you are replacing a previous design (part number) SE compensator, you do not need a new rotor.
Correct but if replacing the OEM part on the 2009 you would.
