It looks like it might be caused by the starter twisting at the seam of the starter pieces. I wonder if the starter was not correctly assembled? Possible that the starter was not properly torqued when built?

Update:  Finally got the bike into the dealer, yesterday.  They cleaned and touched up the paint without removing.  Paint seems to match fine.  You would not even tell in a picture.  Wonder how long it will last?  If peeling was from the starter twisting as hdbrad03 suggests, probably not long.  We'll see.....  For now, let's ride in the new year.  Thanks to all for the comments and information.
