Its winter in Minnesota, so it came home in a trailer. I called the dealer and they told me that if it was a test ride bike the security was most likely disabled so you did not need the FOB. I believe it is the problem. They said they can scan the system to see if it has security, which it should, and then get me some FOBs and program them. I hope this is it. It has a warrenty until 7/13/13, so it will be fixed.

This exact thing happened to me. I had my bike up on a stand and started it up to show a friend, ran it that way for probably 2 or 3 minutes. Strangely I noticed the wheel turning and didn't think too much about it - (the bike was in Neutral trust me). I shut it off and tried to start it up several days later. No such luck, I could hear the fuel pump turn on and everything. I tried replacing the battery in the FOB - nothing. I think well maybe the new battery is bad as well so I go through the manual process of entering codes - nothing. This is getting frustrating and I think well looks like I need to call the dealer. Tried one more time but this time I pulled in the clutch and it started up. Turned it off tried starting it again, no problems. Still not sure what the problem was but I think it had something to do with the wheel turning while up on the stand - don't know. But hopefully this will solve your problem as the same thing happened to me.

The ABS light on 2013 CVO Ultra flashes until the bike moves.  It usually quits flashing after about 4-5 feet.  The other problem, I have no idea.  There are people a lot smarter than me on this site hopefully you hear from them

actually, it is by speed, not distance.  once you reach 3 mph, the lamp should go off.  if it remains on, you have a problem.

i think pulling in the clutch when attempting to start is a good place to begin.  if that doesn't seem to do it, then my suggestion would be to leave the bike alone during the winter.  you shouldn't be starting it unless you can run it long enough to get everything up to operating temperature otherwise you will end up with some condensation and acid build up in your oil. 

even though the bike is in neutral, the rear wheel will spin just from the residual drag on the clutch plates.

Well I guess I learn something new every day. Pulled in the clutch and it started right up. Must be something new, because never had to do it on the 07. Thanks for all the replies.

If the bike really is in neutral, and the neutral switch is working correctly, you shouldn't have to pull in the clutch lever to crank the engine.  Make sure the bike truly is in neutral and the neutral light on the dash is illuminated.

The clutch switch is a relatively recent addition by Harley (2007), but it's been around for a long time on other brands as a safety device.  Combined with the neutral switch on the trans, the system keeps you from cranking the engine with the trans in gear and the clutch engaged.  As long as the trans switch is reporting the trans is in neutral, it's not necessary to disengage the clutch.

It would make sense if your bike is up on a lift and the rear wheel turns freely while running in neutral. I am not sure how that clutch interface works but it could be determining that it is in gear if it is based on movement. In that case the owners manual states that the clutch must be pulled to start the engine. :nixweiss:

Put the bike back on the wheels. If the problem goes away then we will know. :2vrolijk_21:

Ps, my bike was also a factory unit and it didn't come with all the stuff (tool kit & fobs). The tech at the dealer told me that the security isn't active until the fobs are programmed an the pin set. I bought a set and had them programmed but was able to ride as if it didn't have security before that. I suppose if yours was a demo fleet unit the MoCo didn't want to mess with fobs on test rides, transport mode and battery draw. Mine had almost no miles so sitting around with active security would have been a drain on the battery.
