Steve, sorry to be joining this discussion so late, but I haven't been around lately.
I live in San Bernardino and ride in Palm Springs/Joshua Tree often, and heat has been a huge concern for me. This is what I've found.
Pipes and tune need to be the first things done, period.
Get a fan assisted oil cooler, like the Jagg unit. It does more to keep oil temps under control than any other thing I've tried. The highest oil temp I've ever seen was on a day in Palm Springs with the bike's air thermometer pegged all day at 120 digs in stop-and-go traffic. The oil temp was 251, when I'd seen consistent oils temps in the 300 range. Riding in air temps in the 70s, the oil temp rarely exceeds 220.
I also have the WPW fans, and they do help in heavy, slow traffic, but I'm thinking of removing them. When stopped in traffic, the extra hot air the fans produce is unbearable at times.
