The stock Ventilator cover has two wings, one on top, and one on the bottom, that restrict the airflow.  I'd be willing to estimate that 15% of the available air cleaner is covered and therefore useless.

Does anyone know of a cover that allows free access to 100% of the surface area of the air cleaner element?

if you're just looking for 'less restriction' and nothing else, unless, you have a wildly modded, big inch motor, more airflow is not going to be of any benefit.  almost all of the 'open' air cleaners will flow more than enough air necessary for stock to mildly modded engines.

I'll ask again as I still would like to consider alternatives to the stock Ventilator cover without replacing the filter or backing plate.

It might not make much difference, but I cant see how any restriction or covering up filter media is a good thing.

An alternatives short of cutting off the "wings"?
