Frame change was 09.  Prior to that you can swap.

Thanks ,, I like it guy took off tour pak to get the street glide look but my 13 yr old daughter saw the bike and asked where's my back pad , I picked it up for 500 perfect condition with the bracket even buying the newer style I'm way ahead of the games got tags today hope to take her for a ride tomorrow ,, cvo  6800  tour pak 500 tags 540 ,, ride with daughter on back , priceless ,,,,,,,,,,,,

Well the 06 bracket didn't line up ,, looks like the 08 has a much differant bracket luckily they have aftermarket ones much cheaper online , only paid 50 for that one so not out much cash
