I had the lowers off for PC. After getting them all assembled, I went to install the lower tube allen bolts, and although the feel tight, I am still able to turn the inner tube assembly if I really try.
Is there a trick to getting these tight or should I just bump them in with an small impact and call it good? Thanks

I would remove the retaining bolt, clean the threads and put a small amount of anti seize on them, tighten and loosen them, than torque to yield. Hope it helps.

I talked to a couple different bike shops. They said to teflon the threads and to use small impact to seat them. The inner tubes will turn, There is nothing that prevents them from doing so.
