LED Headlamp Question

I was doing a safety check on my '17 CVO Limited yesterday before a ride and while checking the lights I noticed that when I turned on the high beam the low beam went out.  Now they both work (low beam on low and high beam on high) but not together when on high.  I've had Truck Lite LED headlamps on my last three bikes and both the low and high beams illuminate when high is selected so I wondered about this.

Went by the local dealer who thankfully just put a new '17 CVO Limited on the floor and yup it was the same way.  Asked service about programming as they can do to keep the passing lamps on when high is selected and they said no option regarding the headlamp.

Went on the H-D website and pulled up the bike.  Doing a '360' and getting it facing me sure looks like both low and high beam are illuminated. 

Just wondering if what I found and the info I got is correct.  Sure would think you shoud get all the light possible when on high beam.  Appears 2017 is the first year for this headlamp p/n 67700060 as listed in my parts catalog.  Checked Ronnie's online parts finder and for '14 and '15 it shows p/n 67700066 (not a typo - number is same except for last digit) and for '16 shows p/n 367700241.
