Welcome to the site.

So if I understand correctly, you have a 2003 Screamin' Eagle Road King with the SE 103 engine. The factory Delphi Fuel Injection system has been removed and replaced with a Mikuni Carb. The bike is experiencing charging issues. You have replaced the stator, and the voltage regulator, but the battery keeps draining. Did I get that correct?

Have you tried opening the primary side cover and smelling the oil in there. If it smells like burnt oil and wires, then your stator is bad again.

What is the part number for the battery? Is it an HD Battery or an aftermarket? Is it an AGM battery or one with electrolyte cells? It is possible that a nice long slow charge will bring it back to life.

I'm sure other's will post in too.

Welcome!

Hopefully, Mark's post above will be of some help to you. Since your thread is of a technical nature,  I'm going to move it to where you might get more help.  Please feel free to post another introductory thread if you like. Good luck with your issues.

Changed voltage reg , pulled primary stator was fine this is a newer motor back in 03 this wasnt avail it used to have an 88 in it originally now only couple yrs. Old   1690cc screamin hi compression ,   but yes battery is from napa auto 330cca  AGM  , only cause its what bike came with from old owner who never rode the bike and also never changed a lot of things after he upgraded to stage 4 big boar , i was just wondering if the battery is too small for turning it over with proper charge and could cause those problems , stator was fine i checked before i did the regulator pulled primary off removed rotor everything was fine no burnt oil or wires ! It does have a bigger cam in it i do know that unfortunately i m not sure on what compression its pushin out though

You need to have the charging system checked out. Do you have a VOM?

Guess the question is  that battery not be enough cranking amps and cause the system fail  like that

NO, its not the battery's CCA. You need to check the AC output from the stator with the engine running at about 2500 rpm. look for about 60 volts AC. Also on the ohm reading check for no resistance to ground from the stator wires.
